I agree wtih Mihnea that there are absolutely no good reasons why Ciolos shouldn't get the portfolio for agriculture. In fact, there are plenty of reasons why Ciolos WILL become the EU commissioner for agriculture. He has received good reviews for his work in his time before becoming Agriculture Minister here in Romania, and left the Ministry without any sort of scandals in his wake.
